PROJECT DESCRIPTION AND STATUS In 2023, the Park District completed the renovation of its pool facility at Roberts Regional Recreation Area in Oakland, California. As part of the permitting process for the project, the Alameda County Department of Environmental Health required the Park District, as part of a Phased Correction Action Plan, to connect Roberts’ facilities to a municipal sewer system. Currently, the pool backwash water goes into to a leach field, and wastewater from the pool restroom and changing room building, a park residence, and several additional bathrooms goes into a separate leach field (see Attachment 1). Peak estimated flow from these facilities is approximately 8,000 gallons per day. As-built plans for Park District facilities will be provided to the selected consultant at the start of the project.

Park District data collection protocols will be implemented, where applicable. Firms are not required to be proficient in all the services described in this RFQ. Biological resource assessments Invasive plant surveys and evaluation Vegetation management, including control of invasive plants or to achieve other habitat goals Invasive wildlife surveys and evaluation, including American bullfrog and non-native fish Invasive wildlife management, including control of American bullfrog and non-native fish Habitat evaluation and management recommendations for California tiger salamander and California red-legged frog, including evaluation of pond hydroperiod, vegetation, berms/dams, and sedimentation.

Scope of Work The scope of the survey was as follows: Inspect the subject building for the presence of suspect ACMs, lead-containing paint and other materials suspected to contain lead, and PCB-containing materials. Collect samples of suspect ACMs following a National Emissions Standards for Hazardous Air Pollutants (NESHAPS) protocol for sample collection for a renovation survey. Asbestos bulk samples will be analyzed using polarized light microscopy (PLM) in accordance with the EPA’s July 1993 method for the determination of asbestos in bulk building materials – EPA 600/R-93/116.

PROJECT DESCRIPTION: The District is seeking proposals from experienced, reputable, and qualified Licensed Timber Operators, Tree Service Contractors, and wildland vegetation/forestry maintenance contractors; who wish to enter into one-year, on-call contracts with the District to perform a variety of wildland fuels management and tree removal services in the East Bay Hills. The project areas include sensitive habitats. During the entire project, the protection and preservation of environmentally sensitive areas are of high importance. The Contractor shall avoid adverse impacts to habitat and wildlife.

PROJECT DESCRIPTION AND STATUS Job Order Contracting (JOC) is a procurement method whereby agencies may award annual contracts for repair, replacement, remodeling, or other repetitive work to be done according to fixed unit prices. The District’s JOC program has proven to be an effective tool in helping the District complete current and backlogged projects, as well as improve responsiveness to urgent and time sensitive projects. In general, creating a JOC program involves developing contract documents, including technical specifications and a fixed unit price book that is then competitively bid, and one or more construction contracts are awarded to these “JOC contractors.”

SCOPE OF SERVICES The scope of services in this section should be used only as a guide to complete the analysis, the Proposer is encouraged to modify the approach or add to the work elements described as deemed necessary. Review existing information and investigate existing conditions. Meet with District staff as needed. Develop preliminary recommendations. Meet with Park District staff for a discussion and review of preliminary recommendations, including any alternatives. Revise preliminary recommendations based on discussion and review. Consultants shall meet with and communicate with District staff to schedule survey dates and discuss each park’s pavement conditions, additions of pavement section, and renaming of areas as necessary.

PROJECT DESCRIPTION: A Job Order Contract is an indefinite quantity contract pursuant to which the Contractor may perform an ongoing series of individual Projects at different locations throughout the District. The bid documents include a Construction Task Catalog® containing construction tasks with preset Unit Prices. All Unit Prices are based on local labor, material and equipment prices and are for the direct cost of construction. The Contractor will bid two Adjustment Factors to be applied to the Unit Prices. One Adjustment Factor is for performing work during Normal Working Hours, a second Adjustment Factor is for performing work during Other Than Normal Working Hours. The same two Adjustment Factors shall apply to every Prepriced Task in the Construction Task Catalog®.

PROJECT DESCRIPTION The project is limited to a one-time removal of sediment from Lake Anza (lake), associated with Wildcat Creek (creek). The project will remove up to 450 cubic yards of sediment utilizing a deployed siltation curtain and suction equipment. All removed sediments will be allowed to dry at a predetermined location that will not drain to, and be away from, the lake and creek (see Exhibit A). An estimated 500,000 gallons of water will be temporarily removed from the lake during the course of suction dredging. Water will be separated from suspended sediments within a staged concrete k-rail-supported settling pond, and pumped back into the lake once turbidity levels are within 10% of baseline conditions within the lake.

PROJECT DESCRIPTION The Improve Peralta Oaks North (IPON) is a remodel of an existing 4-level office building consisting of one level of parking and three levels of office/administration. The existing building is owned by the East Bay Regional Parks District and the renovation will create a new state-of-the-art facility serving the District’s various emergency operations and life safety operations. The total square footage (SF) of the existing building and renovation is 99,170 SF. The renovation of the existing office building will include the primary following scopes of work: 1. Full demolition of existing tenant improvements 2. New site utilities and landscaping 3. Structural improvements to existing floors to support new program uses 4. New evidence storage and processing facilities 5. Administration offices 6. Police administration and support facilities

PROJECT DESCRIPTION : The East Bay Regional Park District proposes to conduct a study of Buildings 1, 2, and 3 of the existing Boating Center and office to determine how the buildings are currently being used, potential storage solutions to save space, secure parking facilities for park and staff vehicles, and space programming and design to gain additional office/workstation, meeting, and restroom space in Building 3. Buildings 2 and 3 are similar in construction. They are warehouse style buildings. Building 2 has a second story mezzanine that is accessed by stairs and an elevator lift. Staff has identified adding an enclosed mezzanine and enclosing the space under the mezzanine as a possible solution to increasing conditioned office space.
