SCOPE OF SERVICES The District desires to enter into three-year term agreements with up to five environmental consulting firms possessing the necessary expertise. At the end of the three-year period, the District’s Board of Directors may consider extending the contracts for two additional one-year extensions. This RFQ allows the District to seek competitive SOQs for individual work efforts as they arise. When a particular project arises that requires environmental analysis support, District staff may send a detailed scope of work to each consultant and receive proposals and proposed fees from each of the firms. This would allow the District to receive competitive proposals over the period of the proposed agreements.

SCOPE OF SERVICES The Scope of Services will include multispectral aerial imaging and LiDAR data acquisition of the target area identified in Figure 1: Mapping Boundary. Specific requirements related to the collection and quality assurance/quality control of aerial imagery and LiDAR data acquisition are provided below. In addition, OCWD requires the proposer to provide a final report and deliverables that must meet the specifications as described in the scope of services. Any exceptions or modification to OCWD specifications described in this RFP shall be identified and clearly explained in the proposer’s proposal.

SCOPE OF WORK Habitat Restoration Services at Prado Basin and Orange County Facilities OCWD owns 2,150 acres behind Prado Dam within unincorporated Riverside County, known as the Prado Basin. Within that acreage, OCWD manages the Prado Wetlands and works with the United States Army Corps of Engineers (USACE) to store stormwater behind Prado Dam for future discharge into the Orange County groundwater aquifer. OCWD has been required by the California Department of Fish and Wildlife (CDFW), the United States Fish and Wildlife Service (USFWS) and the USACE to offset the impacts of these activities. To meet these requirements, OCWD has planted 942 acres of native habitat as mitigation within the Prado Basin. OCWD seeks a contractor to plant additional mitigation sites within Prado Basin as required by these permits and to maintain existing mitigation sites in good health.

DESCRIPTION OCWD is soliciting proposals from qualified firms to design the rehabilitation of several separate non-public asphalt pavement areas in the cities of Fountain Valley, Santa Ana, Anaheim, and Orange totaling approximately 432,400 square feet. In 2024, a pavement condition index (PCI) was assigned to each of the areas by Bucknam Infrastructure Group, Inc as shown in Exhibit A. The Designer shall independently evaluate each of the areas to determine the appropriate rehabilitation scope of work and site-specific considerations. All areas are owned by OCWD.

The Bond Basin Slope Repair Project generally consists of repairing erosion along the southeast corner slope of Bond Basin. The work includes the following: Construction and maintenance of temporary access road(s) and work area(s) within the basin to the work area. Excavation of existing landslide debris to firm native subgrade; Earthwork of approximately 10,000 CYs of approved filled material shall be keyed and benched into the existing slope (approximately 1,200 CYs of usable fill material is stockpiled on-site and approximately 8,800 CYs of approved material shall be procured and transported to the site; Relocation an existing 60-inch storm drain outlet requiring approximately 270 linear feet of 60-inch reinforced concrete pipe within District property; Construction of a concrete headwall, concrete swale, grouted riprap, and plunge pool.

DESCRIPTION: OCWD owns 2,150 acres of area behind the Prado Dam within unincorporated Riverside County. This area is referred to as the Prado Basin. Within the Prado Basin OCWD manages the 450-acre Prado Wetlands. Adjacent to the wetlands is roughly 10,000 acres of riparian forests which provide a refuge for many sensitive and endangered species. These species are monitored by a team of biologists in full compliance with regulatory partners such as the United States Fish and Wildlife Service and United States Army Corp of Engineers. The District has also planted over 440 acres of restoration sites in the basin which require weed abatement and continued vegetation maintenance. In addition, OCWD operates 26 groundwater recharge facilities in the cities of Anaheim, Orange, and in unincorporated Orange County. Within these facilities are 36 acres of sensitive native restoration habitat which need ongoing maintenance and weed abatement.

PROJECT BACKGROUND AND DESCRIPTION The R&D Lab is in a two-story building where the first floor includes three office spaces, an entry space, and a hallway, the second floor includes five offices spaces, one conference room, and five laboratories. Two sets of stairs lead to and from the second and first floor: 1) main stairs, and 2) emergency exit stairs. The total approximate floor space is 4,090 square feet (ft2). A copy of the floor plans is provided in Attachment A.

La Palma Ave, Anaheim, CA 92807. The second location is the Santiago Bike Trail located at 821 N. Prospect St, Orange, CA 92869. OCWD reserves the right to either add or delete locations, square footage and/or frequency of service(s). It is OCWD’s intent to award one Agreement for landscape maintenance services for both locations listed in Table 1 below. Work for the Santiago Bike Trail is expected to start at the beginning of September 2024 followed by Warner Basin, which will start at the beginning of November 2024.
