Scope of Work DATA COLLECTION AND BACKGROUND INFORMATION REVIEW CONSULTANT shall review background information regarding the Agency’s service area, water supply, water demand, and water policies. The objective of this task is to gather available data necessary to satisfy the known requirements. CONSULTANT shall provide a list of the required data necessary to complete the reports and plans. Information to be collected and reviewed includes, but is not limited to, the following: 2020 UWMP Recent planning documents and other relevant studies/data for: water master plan, supply demand projections, leak detection, capital replacements, asset conditions, population projections, land use water duty factors, water quality test data/consumer confidence report. Population estimates and projections Historical, current, and projected water including recycled water demand Water resources, including reliability Water quality issues, including known contaminants Current water rate structure Conservation accomplishments Conservation ordinances currently or previously adopted by the Agency Planned modifications to the Agency water system and available supply Retail agency demand projections (2025 through 2050) Service Area GIS files for 2000, 2010, 2015, 2020, and 2025 Specific Plans for any planned developments within the water service area through 2050 and updates on projected development Current Water Shortage Contingency Plan Possible reduced reliance on the Delta calculation Any information related to water system seismic risk and mitigation (i.e., local hazard mitigation plan, risk and resilience assessment) Location, size, capacity and usage levels of any agency interconnections Historic, current and anticipated sales to other agencies (2020 through 2050 in 5-yr increments). Any specific information on annexations to the service area since 2020 Output from annual water loss audits. PREPARE WATER SHORTAGE CONTINGENCY PLAN CONSULTANT will update the Agency’s Water Shortage Contingency Plan (WSCP) integrating components from the 2020 UWMP and 2020 WSCP to produce a separate plan document. A significant restructuring of the 2020 WSCP is not expected. The purpose of the WSCP is to prepare for drought, water supply reductions, failure of a water distribution system, other emergencies, or regulatory statutes, rules, regulations or policies reducing water supplies by state and federal agencies. The WSCP must demonstrate the ability of Agency to meet demands under a supply shortage of greater than 50 percent, with a minimum 6-levels of shortage, including triggers and response actions. Emphasis is placed on protection of public health, sanitation, fire protection, and general public welfare. Starting in 2022, each water supplier had to submit reports to DWR annually on their water supply and demand for that year in an Annual Water Shortage Assessment (preparation of these annual reports are not included within this scope). The 2025 UWMP & WSCP must document the information each water supplier will use to make future assessments and the method of preparing the assessments.

Scope of Work The selected inspection firm will be expected to provide periodic inspection during key moments of construction and will serve as AVEK’s representative on the site. The general scope of work is as follows: Maintain staff on-site to manage the project and ensure work is compliant with project specifications and Agency standards. For each site visit, prepare written reports and photo documentation to document weather conditions, number or workers, equipment in use, contractor activities, general activities, and special occurrences. Review approved submittals to ensure materials onsite match those that were submitted. Coordinate with contractor and the Agency for all inspections and shutdowns. Initial verification of contractor’s equipment, dehumidification equipment sizing, manpower, supplies, paint storage and all other pre-work considerations. Initial verification of compressed air cleanliness and blast media cleanliness.

The Agency is looking for a qualified Contractor perform surface preparation and recoating of the nine tanks in accordance with the project specifications (Appendix B) and summarized as follows: Pressure wash the tanks to remove all debris and loosen existing coating. Sand the surface of the entire tank. Care must be exercised to not sand heavily exposing the individual fiberglass fibers. Remove all sanding material from the tank surface prior to applying the primer. Mask off areas that are not to be painted. Apply Urethane Primer to the exterior of all tanks. Apply Aliphatic Polyurethane Topcoat to the exterior of all tanks. Contractor is responsible for protecting all fittings, tank levels, instrumentation, etc. from coating material. Contractor is responsible for all cleanup to restore site back to original condition.

Project Description The Agency has an existing 70’ x 30’ pre-engineered metal building, constructed in 1978, which encloses a pump station with four (4) vertical turbine pumps, two (2) spare pump cans, and associated electrical equipment. The existing building has reached the end of its useful life and is in need of rehabilitation. The Agency intends to replace the existing metal building with a cement masonry unit (CMU) block building.

General Scope The selected Proposer shall perform a comprehensive nondestructive condition assessment and interpretive evaluation of approximately 4 miles of West Feeder, from 140th St W to 100th St W. The assessment must include at a minimum: Desktop condition assessment and background information review. Internal high-definition video inspection (CCTV). Comprehensive internal inspection of the entire length and circumference of pipe. Internal inspection shall be an electromagnetic inspection, or an approved alternative submitted by the Proposer. Horizontal and vertical mapping of the pipeline. Spot excavation and assessment of pipe condition to verify results. Risk evaluation. Recommendations for repair/rehabilitation methods.
