Organics Recycling and Composting Facility Master Plan

Scope of Services The Contractor shall have qualified staff to provide all the services necessary for the development of the Organics Recycling and Composting Facility master plan (Plan). The Plan should develop a comprehensive business model for managing the organics recycling facility that processes over 200,000 tons annually; identify and outline programs, initiatives, and needed personnel for current and future operations for processing and disposal of recyclables and non-recyclables; analyze and develop a plan for infrastructure that addresses equipment needs and maintenance program, fueling, and parking within current property foot prints; assess the risk of materials coming into the organics recycling facility, reevaluate operating plan for the organics recycling and composting facility - particularly as it relates to receipt, storage, and handling of incoming materials; reassess fire suppression systems; with focus areas on emergency preventiveness and site security; and ensure all analysis and recommendations are in regulatory compliance with local, state, and federal requirements.
