Scope of Work – EIR for the McKinleyville Town Center Project The amount of area and the number of parcels that will be altered will result in a substantial increase in development potential. One or more factors analyzed for CEQA compliance may be determined to have a significant effect which cannot be fully mitigated, and an Environmental Impact Report will be required. Development projects have not been proposed at this time. The EIR should provide the analysis necessary to forgo technical studies characterizing potential effects for individual project proposals in the proposed Town Center
