SCOPE OF SERVICES: Napa County is requesting RFPs from qualified firms to provide planning, engineering, environmental, right-of-way acquisition, and construction support services for completing the PA&ED, PS&E, ROW, and DSDC. Staff anticipates that Caltrans will be the lead agency for the National Environmental Policy Act (NEPA) document and Napa County will be the lead agency for the California Environmental Quality Act (CEQA) document. The County anticipates that Caltrans will approve a NEPA Categorical Exclusion and the Napa County Board of Supervisors will adopt a Negative Declaration. The Consultant shall prepare the documents/studies necessary to complete NEPA and CEQA. After Caltrans completes the NEPA process, the consultant will prepare the plans, specifications, and estimates for the bid documents.
