East Valley Parkway and Midway Drive Drainage Improvement Project

Project Description Increase the capacity of the storm drain systems in three drainage basins (referred to as the Maywood, Midway and Citrus Washes) to collect and convey the 100-year frequency storm event downstream to the Escondido Creek channel. It is anticipated that the Project will install an estimated 24,000 linear feet of reinforced concrete storm drain pipe/culvert. Prepare a Conditional Letter of Map Revision (CLOMR) and a final Letter of Map Revision (LOMR) to reflect the updates to the FEMA 100-year floodplain and remove flood hazards for 1,671 parcels currently located completely or partially within the floodplain. Incorporate natural drainage structures to encourage infiltration and natural treatment of stormwater runoff. These features will be incorporated through tree wells or bioswales adjacent to the street surface that would collect the runoff at inlet points before discharging to the storm drain system. An efficient and cost-effective design that achieves a benefit-cost ratio (BCR) greater than 1 per a FEMA-approved Benefit Cost Calculator.
