Scope of Work Transit Planning Support Services The Orange County Transportation Authority (OCTA) is seeking consultant assistance to support transit planning activities in Orange County. Consultant shall provide support to OCTA for transit planning activities working with the Transit Service Planning Section, and various internal departments/division including but not limited to Operations, Traffic Modeling, and Geographic Information System, etc. The overall goal for this effort is to augment staff expertise on a variety of complex transit projects that may include OC Streetcar, microtransit, express bus service, bus rapid transit, paratransit, rail service, etc. Consultant shall be familiar with the planning concepts and principles of the above-mentioned types of transit projects and programs

Request for Proposals for Pavement Management Plan Update

Project Description The City of Lake Forest (“City”) seeks proposals (“Proposals”) from qualified firms (“Respondents”) for the Pavement Management Plan (PMP) Update. The City’s public street network consists of approximately 170 centerline miles of paved roads, which includes 39 miles of the Master Plan of Arterial Highways (MPAH) streets and 131 miles of local streets, representing a total replacement cost of $417 million. The Orange County Transportation Authority (OCTA) developed a Pavement Management Program Guidelines Manual, which Orange County cities must comply with in order to maintain eligibility to receive Measure M2 funding. In response to the guidelines, since 1991 the City has been using a computerized Pavement Management Plan (PMP) to inventory the City’s street system and recommend rehabilitation strategies to improve the overall condition of the City’s streets. The last comprehensive update of the PMP was completed in June 2022 when pavement conditions of the City’s entire public street network were inspected.
