The project includes the demolition and replacement of approximately 1,650 linear feet of existing 6-foot to 8-foot tall chain link fencing with high security fencing, replacement of the existing entrance gate with a 28-foot long fully-automated high security double swing gate, and installation of badge reader stations at the Saugus WRP entrance gate, at the Liquid Waste Disposal Station, and at one high security pedestrian access swing gate. Additionally, high security cameras and speakers will be installed throughout the Saugus WRP.

Scope of Work The consultant may undertake various tasks related to regulatory compliance, permitting, monitoring, source control, enforcement, providing technical assistance, enhancing programs, and supporting the management of the municipality’s wastewater infrastructure. These tasks may include, but are not limited to, the following: Assist in developing and implementing contingency plans to mitigate potential impacts on the pretreatment program and the environment. Identify source control measures and restrictions for high-risk industries that discharge potentially harmful contaminants, such as heavy metals, oil and grease, and toxic organics. Provide guidance on best practices to address emerging pollutants in industrial wastewater discharges, such as PFAS and microplastics. Analyze data trends to support data-driven decision-making and program adjustments. Stay updated on federal, state, and local regulatory changes, and advise the Districts on potential impacts to the pretreatment program. Provide periodic training sessions for Districts staff on topics such as regulation changes, new sampling protocols, and industry trends. Conduct post-event assessments to determine the root cause and provide recommendations for enhanced source control measures to prevent recurrence. Provide guidance and assistance with establishing and implementing local limits, industry specific limits and special limits.

SCOPE OF WORK The District may pre-qualify up to five (5) Consultants to have on-call contracts to perform the following categories of work: Construction Inspection, Special Inspection, and Materials Sampling & Testing, as defined below. Construction Inspection: Consultant inspectors will support District staff to provide inspection of construction projects that may include one or more of the following types of work: earthwork; reinforced concrete; structural steel; masonry; process and sewer pipe installation and rehabilitation; coatings installation; equipment (pumps, HVAC systems, electrical equipment, etc.) installation and testing; electrical work; control systems; finish work and other. Duties of the construction inspector include: ensuring that the Contractor complies with the requirements of the Contract Documents; preparing daily inspection reports that describe the work performed in detail; tracking time and material extra works; determining quantities and/or percent of work completed by the Contractor; interfacing effectively with District staff, the Contractor, third party utility company representatives and others involved in the project; and performing other related duties as requested by the District. PROJECT DESCRIPTION The Consultant shall develop and calibrate a hydraulic flow model for the collection systems in the Sanitation Districts listed as “Proposed” under “Flow Model Status” in Table 1 below (the Project). While the development and calibration of flow models for Districts 1, 2, 8, and 23 are excluded from this RFP’s scope of work, the Consultant is responsible for integrating these models with the remainder of the Joint Outfall System (JOS). Although Districts 4, 14, 20, and 32 are hydraulically separated from the JOS, they are included in the scope of this RFP. The hydraulic flow model shall include all active and proposed Sanitation Districts and Joint Outfall sewers, excluding those that are abandoned, out of service, for emergency use only, or for Water Reclamation Plant (WRP) cleaned water effluent. The contractor will be responsible for disposal. After replacement, the contractor shall perform startup, and commission of the batteries. In general, all work performed, and equipment furnished under this contract shall at a minimum, meet the requirements of the latest edition of the National Electric Code, the California Division of Industrial Safety Regulations (Title 8), and applicable State or Federal Regulations.

Project Description The program will consist of an unspecified number of one-day HHEW collection events. HHEW is defined as any unwanted household chemical or electronic device that cannot be disposed of in the regular trash. Examples include but are not limited to paint, pesticides, solvents, oil, old televisions, and computers. Additionally, HHEW also includes items such as universal wastes (e.g., batteries, cell phones, fluorescent lamps, mercury-containing equipment), non-controlled pharmaceuticals, and medical sharps. The HHEW collection event requirements are detailed in Section 2. Under normal circumstances, collections will take place on Saturdays; however, the Districts may choose to modify or extend the collection days due to unforeseen circumstances or a need to expand the services. The Contractor will be given at least 30 days advance notice of its selection to conduct a collection. The number of individual collections assigned to specific contractors will be based on the proposal, job performance and cost efficiency demonstrated during the contract period.

Based on information provided in the Overview Section 5. Salt Loading at Warren Facility establish a range of future TDS loading at the Warren Facility. Conduct an ion specific study to assessthe effluent limits or determine the specific element(s) that can lead to an increase in the fouling or scale‐forming potential of the Warren Facility influent to the RO system as a result of increased TDS loading. Common scales that are formed on RO membranes include calcium carbonate, calcium sulfate, calcium phosphate, calcium fluoride, barium sulfate, strontium sulfate, and silica.

Scope of Work The scope of work to be performed by the Consultants awarded an ESA may include civil, structural, and mechanical engineering and design, and construction management support (responding to submittals, RFIs, etc.), for the project types listed below. The Consultants shall provide engineering services in conformance with Districts’ standards and in full compliance with all applicable laws, standards, and codes, including the Standard Specifications for Public Works Construction (Greenbook), latest approved edition, and the Districts’ amendments thereto. SCOPE OF WORK :The Contractor shall be responsible for overhauls of 100 and 150 hp gearboxes. The specifications for the gearboxes are as shown in Appendix A. The Contractor shall be able to overhaul a minimum of twelve (12) 100 hp gearboxes and six (6) 150 hp gearboxes within one-year. The turn-around time for each overhaul shall be no more than 30-days. If the Contractor is able to overhaul more within the year, the supplier shall communicate and coordinate with the Districts project manager. The Districts reserves the right for other supplier or Districts to overhaul additional gearboxes outside of this contract.

SCOPE OF WORK The scope of work to be performed by the OA includes assisting the Districts in identifying capital improvement projects that are good candidates for the PDB project delivery method, developing a set of PDB “Master” documents, and serving as the Districts’ OA for the Carson Field Office and Maintenance Yard . The scope of work may also include providing professional services including regulatory clearance and permitting, budget support, scheduling support, and coordination with other consultants and staff working or who may be hired for project implementation. The selected OA team may also assist in construction oversight, and startup and commissioning services.

There are a couple of non-routine but commonly performed maintenance items that will be addressed on an as-needed basis. The scope of each task is detailed below.The primary objectives of preventative maintenance are to promote the longevity of equipment, minimize down time, and improve the operation of the equipment. This requires the regular inspection and maintenance of equipment, repair, or replacement of worn parts, ensuring proper lubrication quality and level, ensuring control over the system is maintained, ensuring the system is electrically sound, and regularly cleaning equipment, components, and enclosures.
