Scope of Work: The approach to this project will be to prepare a Program EIR that is in compliance with both CEQA and NEPA, with Yuba County serving as the lead environmental agency. The following summarizes the proposed tasks that will be included in a Scope of Work. Contractor will draft a thorough project description in coordination with Yuba County staff and prepare a Program EIR, evaluating the potential environmental impacts of the proposed project based on available existing information, background research, database searches, desktop mapping of existing conditions, and resource surveys that might have been conducted in the proposed project area. It is assumed that project locations will utilize existing Road and Public Utility Easements, or overhead Public Utility Easements of record.

SCOPE OF WORK: Yuba County is seeking proposals from qualified contractors to conduct a tenant improvement at the recently built storage facility known as the DRC Shop, located at 8 7th Street, in Marysville. This work is subject to payment of prevailing wages under Labor Code Section 1720 et. seq. and 1770 et. seq., which require the payment of prevailing wage rates and the performance on certain “public works” and “maintenance” projects, as defined by the Prevailing Wage Laws, and if total compensation is $1,000 or more, contractor agrees, to fully comply with such Prevailing Wage Laws, as applicable.

General work description: The project’s outcomes include a resilient transportation infrastructure that will not be vulnerable to localized flooding during extreme precipitation events along with the addition of multi-modal transportation facilities to promote walking and bicycling. Work will primarily include the installation of storm drain systems, curbs, gutters, sidewalks, ADA ramps, bike lanes, striping, and traffic control devices in the community of Olivehurst, California, encompassing the streets of: full lengths of 2nd Ave, 3rd Ave., 4th Ave., 5th Ave., 8th Ave., Canal St, Beaver Ln., Tulsa Ave. The project also includes the following segments: 6th Ave. from West End to Olivehurst Ave., 9th Ave. from Western Ave. to Olivehurst Ave., 10th Ave from Western Ave to Olivehurst Ave., 11th Ave. from Western Ave. to Olivehurst Ave., and Western Ave. from 2nd Ave. to 11th Ave. Associated road rehabilitation and improvements associated with drainage will also be accounted for in the proposal.

General work description: Friendship Park is a County-owned community park located between Alicia Avenue and Cottonwood Avenue, southeast of Feather River Boulevard. The park is accessible from both Alicia and Cottonwood Avenue. Local Hmong community members have created an informal community garden that encompasses nearly seven acres of the park. The project will enhance and preserve this amazing cultural landmark. The remainder of Friendship Park is largely undeveloped, with less than two acres of land having amenities. The proposed project would add parking, a new BMX track, new pickleball courts, 2 pavilion areas with picnic tables & BBQs, new playground areas, install 6,000′ of accessible walkway/bike path, rehab basketball courts & skateboard area, and decorative fencing
