Scope of Services Consultant shall perform Emergency Construction Services (Services) on an “as-needed” basis for projects assigned by the District via written Task Order. Work under an as-needed agreement will require real property experience in the State of California. When Services are required, the District will issue a request for proposal for project-specific Services including the required scope of work, schedule for completion and other project requirements. Consultant shall submit, within the time stated in the request for proposal, a Task Order proposal indicating the cost, task completion schedule and other information requested by District. If accepted by District, District shall issue a Task Order to Consultant to proceed with the work.

SCOPE OF WORK. South Coast Water District (SCWD) is organized as a Special District under the laws of the State of California to provide water and wastewater services to residents and businesses within an 8.3 square mile area along a stretch of the Pacific coast in south Orange County. Its current boundaries resulted from the consolidation of three districts: South Coast Water District (District), Capistrano Beach Water District (CBWD), and Dana Point Sanitary District (DPSD). It serves the communities of South Laguna, Monarch Beach, Dana Point, Capistrano Beach, north coastal San Clemente and southernmost San Juan Capistrano.

Scope of Services Selective mechanical demolition inside existing vault. Slipline approximately 45 lineal feet of steel pipe with new 8-inch HDPE pipe and grout annular space between host pipe and liner. Construct new pipe support, pressure relief valve, fittings and connections inside vault. Perform painting & coating and cathodic protection work. Provide traffic control in arterial street.

Scope of Services South Coast Water District requests qualified contracts to be part of a Prequalified Contractors List. The Prequalified Contractor’s list will be published Districtwide to perform work for homeowners, commercial property owners, or developers wishing to connect to South Coast Water District’s (District) facilities. Placement on this list is only for the purposes of District’s assurance to itself, of Contractors’ fitness to perform the work and is not a guarantee of work. Homeowners, or others using the list, will contact and contract with their selected Contractor. Nothing in District’s listing of Contractors shall be construed as a Warranty of the Contractor’s work.

Scope of Services Consulting firm will provide construction observation and inspection services for a construction contract involving removal of existing asphalt pavement in whole or by surface grinding in selected areas of the project site. Project will include constructing new asphalt pavement at the locations and to the depths shown on the plans. Constructing asphalt concrete overlay where existing asphalt pavement will be resurfaced by grind and cap. Constructing crushed miscellaneous base and new asphalt concrete pavement. Construct Portland Cement Concrete curb and gutter, modified curb and gutter with an attached vee ditch, concrete masonry unit (CMU) retaining wall, a trench drain, and a new concrete slab. Construct chain link fencing and gates. This project also requires a slurry seal over existing asphalt at the upper end of the Bradt reservoir site and pavement striping in parking areas.

PROJECT DESCRIPTION It is the District’s mission to provide its customers with high quality potable water, recycled water, and sewer services. In 2023, as part of this commitment, the Board approved a one year Capital Improvements Program (CIP) that identifies priority improvements to the District’s infrastructure. A listing of the District’s current CIP program is attached to this RFQ as Attachment “D”.

Purpose The South Coast Water District is seeking Statements of Qualifications (SOQ) from qualified Firms capable of performing as-needed electrical, instrumentation, and controls engineering services for the District’s Engineering and Operations Department. Consultant shall provide all the labor, tools, equipment, and supervisions necessary to perform as-needed electrical, instrumentation, and controls engineering services on an as-needed basis. Potential services to be provided on an as-need basis are described in Attachment “A” – General Scope of Work.

The PDBOM Contractor’s scope of work for the Project will be set forth in detail under the Service Contract between the District and the PDBOM Contractor. The RFP will contain a draft of the Service Contract and will address how the Short-listed Respondents may provide comments on such draft. The PDBOM Contractor’s scope of services will be delivered in two phases. The first phase of services (“Phase 1 Services”) will consist of pre-construction activities including planning, site investigation, preliminary design (100% design of the Raw Water Pipeline alignment, approximately 60% design for the balance of the Project components)
