SCOPE OF WORK The scope of work for the Sewer Manhole Rehabilitation Project (Project) is comprised of the rehabilitation and coating of thirteen (13) 60- to 72-inch diameter manholes with depths varying from 12 feet to 27 feet (see Appendix C – List of Manholes and Location Map), including installation of temporary flow-through sewage bypass system, permit for confined space entry, step removal, manhole cleaning, surface preparation, mineral deposit removal, concrete spot repairs, repairing/reconstructing manhole base shelf and channels, infiltration mitigation, manhole coating and testing, replacing manhole frames and covers, traffic control, and all appurtenant work. The sewer manholes are located within the public right-of-way and in sewer easements that are located on private property. In addition to an encroachment permit a confined space entry permit is required. Coordination with property owners and the City of Simi Valley (City) will be required. The expected completion time of the Project is 45 working days after receipt of Notice to Proceed.

DESCRIPTION The sewers shall be rehabilitated in accordance with the Plans, the SSPWC (the GREENBOOK), and these Special Provisions. The work under this section shall consist of performing all necessary work to rehabilitate the sewers designated on the Plans with Cured-in-Place Pipe (CIPP) liner. This work is identified in SSPWC Sections 500: Pipeline Rehabilitation, Section 501: Service Lateral Connection Sealing, and Section 502: Manhole and Structure Rehabilitation. Related construction work not covered in this section but required as part of the rehabilitation work including, but not limited to, temporary sewer bypass, traffic control, removal and reconstruction of existing improvements (curb/gutter, pavement, striping, landscaping and irrigation) dewatering, trenching, trench safety measures, shoring, pavement overlay and slurry seal, and other appurtenant work shall be conducted in accordance with this project’s Special Provisions.

The selected firm shall provide comprehensive interior improvements to four (4) existing (two multiple accommodation and two single accommodation) bathrooms, and in accordance with Chapter 11B of the latest 2022 California Building Code, and Title II and III of the Americans with Disabilities Act. SCOPE OF WORK The scope of work entails conducting a comprehensive sanitation rate study. The study will assess and evaluate the CITY’s existing sanitation rates and provide recommendations for future rates. Rate recommendations must ensure adequate and reliable sanitation utility operational and capital improvement funding, while maintaining the consumer rates as low as possible. The study will be based on a comprehensive review of the CITY’s fund balances and budgets, Sanitation System Plans, Capital Improvement Plans, studies, customer classes, current usage data, future planned growth of the CITY, and any other information deemed necessary. The Sanitation Rate Study will determine a schedule of Sanitation Service Rate and Fees for future FY 2025/26 to FY 2029/30 that is supported by the Proposition 218 process and can be used by the CITY to charge customers.

SCOPE OF WORK The scope of work for the DIGESTER MIXER AND SECONDARY CLARIFIER REMOVAL AND INSTALLATION (Project) is to install propeller mixers into digesters 3 and 4, replace secondary clarifiers 1 and 2 with new mechanical equipment, replace valves at the digester 3 & 4, and replace a digester to flare gas pipe. Equipment for the digester mixers and secondary clarifier installations has been purchased and is stored on the plant site. The project was sub-work from a previous project so approved submittals are available for reference. The anaerobic digesters 3 and 4 are 65 ft diameter and 51 ft deep concrete tanks. The anaerobic digester tanks will be worked on sequentially (only one down at a time). The tanks will be shutdown, isolated, the contents drained, dewatered, debris removed, cleaned; demolition of heat exchangers, lance mixers (in middle of digester tank), piping, gas mixing compressors; temporary Motor Control Center (MCC) to be installed to service digesters during installation of new MCC using on site panels outside the digester MCC room; installation of two new heat exchangers with new concrete foundations (one for digester 3 and one for digester 4), four new Anaergia mixers (two in digester 3 and two into digester 4), two Anaergia vendor control panels; digester refilling, and commissioning and start-up.

SCOPE OF WORK The City will need an accurate and updated the Flood Insurance Study (FIS) and all Flood Insurance Rate Maps (FIRMs) affecting the City of Simi Valley. The current FIS and FIRMs are based on outdated data and methodologies which has resulted in excessively conservative mapping of the SFHA. The City has recently completed a detailed H & H analysis Tapo Canyon Creek (a major tributary to the Arroyo Simi which composes 22% of the entire Simi Valley watershed). This thoroughly calibrated and validated analysis supports a significant reduction in size of the floodplain. The City has submitted a twopanel Letter of Map Revision (LOMR) application based on this study. The hydrology and hydraulic modeling has received approval by FEMA and the draft LOMR should be issued by May 1, 2024.

SCOPE OF WORK The scope of work for the Professional Digester Cleaning Project (Project) includes the removal of liquids and solids, pressure wash, and capture pictures of the inner tank walls of Digester 4, an anaerobic digester tank that is 65 feet in diameter and with a depth of 51 feet. The pictures will be used to assess the inner tank concrete walls for spalling and other damage to be repaired in future work. An iPhone or Android phone 14 or can be used to take the pictures of the inner walls and ceiling.

SCOPE OF WORK: The Major Streets Rehabilitation Program (Program) will consist of: 1) 69,638 S.F. of asphalt pavement cold milling; 2) removal and installation of 57 Traffic Signal Loops; 3) placement of 1,200 tons of asphalt concrete surface course overlay; 4) removal, replacement, and disposal of seven (7) water valve boxes; 5) removal, disposal, and replacement of four (4) sewer manhole frames, rings and covers; 6) adjustment of one (1) storm drain manhole to grade; 7) adjustment of one (1) Ventura County survey monument to grade; 8) 5,041 total L.F. (CalTrans) and 576 L.F. (City) of traffic signing and pavement delineation; 9) installation of 12” white crosswalk or limit line; 10) construction surveying; and 11) all appurtenant work. The expected completion time of the Program is 25 consecutive working days after receipt of the Notice to Proceed.

Scope of Work The scope of work for the Sewer Manhole Rehabilitation Project (Project) is comprised of the rehabilitation and coating of twelve (12) 48-inch diameter manholes with varying depths from 7-feet to 11-feet, including installation of temporary flow through sewage bypass system, confined space entry, step removal, manhole cleaning, surface preparation, mineral deposit removal, concrete spot repairs, infiltration mitigation, manhole coating and testing, traffic control, and all appurtenant work. The sewer manholes are located within the public right-of-way and in sewer easements that are located on private property. In addition to an encroachment permit a confined space entry permit is required. The Project locations are at the following: W. Cochran Street from Madera Road to W. Cochran Street Terminus; First Street from Catlin Street to Arcane Street; and 5135 E. Los Angeles Avenue, as shown in Appendix C. Coordination with property owners and the City of Simi Valley (City) will be required. The expected completion time of the Project is 60 consecutive calendar days after receipt of Notice to Proceed.

SCOPE OF WORK: The Signal Head Replacements and Retroreflective Backplates Project (Project), in accordance with the Highway Safety Improvement Program, Project Identification H10- 07-033, consists of removing and replacing 78 8” traffic signal heads with 12” traffic signal heads with new framework, and either 1) installing high visibility retroreflective tape, or 2) installing backplates with pre-installed retroreflective tape, both on 448 traffic signal heads.
