Scope of Services The City has identified the need to develop a comprehensive Parks, Recreation, and Community Services Master Plan. This plan will take a system-wide approach to evaluating existing recreation services, parks, and facilities and identifying potential open space and facilities demands. The goal is to develop clear and actionable goals, policies, and standards that will meet the community’s needs and establish priorities for the next twenty (20) years. To achieve this, the City seeks services from a qualified consultant with proven expertise in recreation facility planning, community outreach, recreation program assessment, financial analysis, and organizational analysis. The selected consultant must demonstrate the experience and professionalism required to perform a comprehensive assessment. This assessment will culminate in a concise, user-friendly Master Plan that will provide a strategic framework for decision-makers. Scope of Services The City seeks proposals from qualified contractors to provide as-needed encampment site abatement and general clean-up services. The preferred contractor’s proposal will demonstrate their ability to offer turnkey services for removing and cleaning large items, biohazardous materials, and other illegally dumped and encampment waste materials. Work will primarily occur during daytime hours, Monday through Sunday, 7 am – 5 pm, excluding holidays. There may be occasions when urgent or emergency services are required outside of this timeframe. Although services will be on an on-call basis, the City will make efforts to schedule at least 48 hours prior to the service date. The exact frequency of service request is unknown, but the City anticipates small clean-ups (services that can be completed in less than four (4) hours) will occur one (1) to two (2) times monthly. Large/multi-day clean-ups may occur up to four (4) to six (6) times annually.
