SCOPE OF SERVICES The Westside Basin Desilting Project (Project) was completed in 2017, and the City contracted with a Consultant to provide services for annual monitoring of impacted freshwater marsh and wildrye grasslands, as required by the Regional Water Quality Control Board (RWQCB), see Appendix 4, Water Quality Certification, and California Department of Fish and Wildlife (CDFW), see Appendix 1, Lake Alteration Agreement, for five years post-construction. Year 5 performance standards were not met in 2022, triggering requirements for additional years of monitoring. Year 6 monitoring in 2023 also did not meet performance standards and triggered additional monitoring and invasive species mitigation.

SCOPE OF SERVICES In 2000, the City entered into an Operation and Maintenance Agreement with the State Department of Toxic Substances Control for the Santa Clara Police Department Headquarters located at 601 El Camino Real. In 2003, the City entered into a separate Operation and Maintenance Agreement with the State Department of Toxic Substances Control for the Santa Clara Gateway site located north and south of Great America Way in Santa Clara between Lafayette Street and Great America Parkway. The Santa Clara Gateway site and Police Department Headquarters have consolidation cells containing buried polycyclic aromatic hydrocarbons (PAHs) and the cell are subject to ongoing monitoring. Also, Great America Way (formerly Yerba Buena Way) is constructed over areas that may contain PAHs and is also subject to ongoing monitoring.
