Scope of Services The Lake Elsinore & San Jacinto Watersheds Authority (LESJWA) requests proposals from qualified consultants to implement a water quality compliance monitoring in the San Jacinto River Watershed that aligns with the July 2016 Lake Elsinore and Canyon Lake Nutrient Total Maximum Daily Loads (LE/CL TMDLs) Comprehensive Monitoring Work Plan and Quality Assurance Project Plan (QAPP). This program includes stormwater monitoring and in-lake monitoring to address requirements of the LE/CL TMDLs, along with additional monitoring to support the Canyon Lake alum application program and the Lake Elsinore Aeration and Mixing System (LEAMS). LESJWA is a Joint Powers Authority (JPA) and is governed by five member agencies: Elsinore Valley Municipal Water District (EVMWD), the City of Lake Elsinore, the City of Canyon Lake; the County of Riverside, and the Santa Ana Watershed Project Authority (SAWPA), which serves as the Authority administrator. LESJWA was specifically created for the purpose of implementing “projects and programs to rehabilitate and improve the San Jacinto and Lake Elsinore Watersheds and the water quality of Lake Elsinore, in order to preserve agricultural land, protect wildlife habitat, protect and enhance recreational resources, and improve surface and subsurface water quality, all for the benefit of the general public”.

Scope of Services The Santa Ana Watershed Project Authority (SAWPA) requests proposals from qualified firms to provide technical services to assist the Basin Monitoring Program Task Force (BMP Task Force). The primary objectives of this scope of work are to understand why there are fluctuating TDS concentrations during baseflow conditions at the downstream terminus of the Santa Ana River Reach 3 area of interest (AOI).

Scope of Services Task 1: Project Management: The consultant shall provide all efforts to manage all tasks in a cost-effective, timely, and professional manner, including but not limited to, overseeing consultant efforts; attending kick-off meetings with SAWPA staff to solicit input and confirm approach and criteria; provide regular project status and invoices of appropriate detail and participate in (2) workshop with SAWPA staff to review findings and incorporate feedback. Task 2: Audit: Data Review and Assessment: The consultant shall gather and review all pertinent documentation pertaining to the Sewer System Management Plan and compliance with WDR Order WQ 2022-0103-DWQ. SAWPA staff shall make themselves available to answer questions and deliver requested documentation or records.

Scope of Services CONTRACTOR shall furnish all labor, materials, equipment, and incidentals necessary for the inspection of approximately 114,000 linear feet of the BRINE LINE described herein. Services shall be provided by CONTRACTOR no later than 10 days after requested by OWNER. Under emergencies, CONTRACTOR shall provide CCTV services within 2 hours after requested by OWNER. The surcharge for emergency services (2-hour response required) shall be identified as part of the Cost Proposal.

Scope of Services The Contractor shall provide all labor, equipment, materials, and incidentals to provide flow meter calibration and certification at regularly scheduled times (once per year), as well as when requested by SAWPA. Additionally, meter maintenance and/or replacement services may be required by SAWPA. The Contractor shall be capable of providing calibration services to all types, makes and models of flow meters and level transducers as identified in Table 1. The meters shall be calibrated using test equipment and calibrators with accuracy traceable to NIST standards. The Contractor shall incorporate all calibration and certification records into a report as described below once the services have been provided. The Contractor shall provide all labor, equipment, materials, and incidentals to provide flow meter calibration and certification at regularly scheduled times (once per year), as well as when requested by SAWPA. Additionally, meter maintenance and/or replacement services may be required by SAWPA.

Scope of Services CONTRACTOR shall furnish all labor, materials, equipment, and incidentals necessary for the periodic cleaning of the BRINE LINE system, including pipelines, laterals, and siphons with varying diameters from 16- through 48-inches and different materials. The Contractor shall be able to schedule any routine work within 10 calendar days after SAWPA requests the services. The CONTRACTOR shall provide traffic control under varying traffic conditions: i) for light traffic areas, a minimum of cones, signs, barriers, markers, and light boards shall be provided; ii) for heavier traffic areas, which require a lane closure, the CONTRACTOR shall provide at a minimum: cones, signs, barriers, markers, light boards, flagman, and any other incidentals as required by the permitting agencies. Traffic control shall be provided for a minimum period of 4 hours.

The project consists of providing all labor, materials, and equipment required to construct the landscape and irrigation renovations depicted in the Approved Plans entitled, “Irrigation Replacement and Landscape Refresh” The project includes but is not limited to furnishing and installing all materials and appurtenances, and all equipment and labor required to construct the work depicted on the Approved Plans and described herein.

Scope of Services The Work includes the grubbing and clearing of certain plantings and renovating the SAWPA grounds with new landscape and irrigation system upgrades. The project consists of providing all labor, materials, and equipment required to construct the landscape and irrigation renovations depicted in the Approved Plans entitled, “Irrigation Replacement and Landscape Refresh” The project includes but is not limited to furnishing and installing all materials and appurtenances, and all equipment and labor required to construct the work depicted on the Approved Plans and described herein. The Work shall generally consist of grubbing and clearing of understory plantings and select trees within the corporate office facility. The irrigation system shall be upgraded and new landscape plantings to be provided, along with rock mulch and decomposed granite refresh along pathways and lunch area.
