Scope of Services The project is located SR-60 and Central Avenue Street in the City of Chino in the County of San Bernardino. The limits of work along SR-60 is approximately 0.3 miles west to 0.4 miles east of Central Avenue. The work involves maintenance of landscaping improvements including trees, shrubs, groundcover plantings, wood mulch and other erosion control items, gravel mulch and decorative boulders. Work also includes maintenance of irrigation systems consisting of irrigation controllers, remote control valves, sprinkler assemblies, backflow preventer assemblies, flow sensors, water meter, irrigation pipes and supply lines, and other miscellaneous appurtenances, and modification of existing electrical and communication systems.

Scope of Services SBCTA and, in conjunction with the City of San Bernardino, is improving the State Route 210 (SR-210) and Waterman Avenue Interchange by adding a southbound left turn lane to the eastbound SR-210 on-ramp, adding a left turn lane to westbound 30th street, installing new traffic signals and poles, remove the raised median on the Waterman Avenue Bridge, widening the eastbound SR-210 on-ramp from one to two lanes, construction of an approximately 830-foot retaining wall, landscape planting, and plant establishment.

Scope of Services The Project will address traffic congestion and improve freeway access for the region by reconstructing the existing tight diamond interchange configuration at the Interstate 215 (I-215) and University Parkway Interchange into a Diverging Diamond Interchange (DDI) configuration. The project will include widening of both southbound and northbound on-ramps, widening of the northbound off-ramp, installation of new traffic signal poles, signage structures, construction of a median pedestrian crossing with concrete barriers, drainage improvements, landscape planting, and plant establishment.

Scope of Services The I-15 Corridor Freight and Express Lanes Project – Contract 1, located in San Bernardino and Riverside Counties, proposes to construct express lanes with price-managed/tolled facilities for both directions of I-15 (Ontario Freeway) from approximately 0.3 miles south of Cantu-Galleano Ranch Road to approximately Baseline Road/Avenue, encompassing the cities of Eastvale, Jurupa Valley, Ontario, Rancho Cucamonga, and Fontana (see Attachment A – Project Location Map). The Riverside County and San Bernardino County boundary is approximately at Philadelphia Street. Addition of the express lanes will entail inside widening of the roadway and bridge structures within the Riverside County project limits, and outside widening within the San Bernardino County project limits. These widenings will require additional improvements to local access ramps, freeway system connectors, and bridge structures.

Proposers should include in their proposal a written discussion of any and all proposed exceptions to or deviations from SBCTA’s Scope of Work or form of contract presented herein as Attachments A and B, respectively. Proposers will be deemed to have accepted any and all terms and conditions not objected to or identified as an exception or deviation in the proposal and there will be no further negotiations of any such terms or conditions not presented in the proposal. SBCTA will not negotiate exceptions or deviations not presented in the proposal and may reject any exceptions or deviations that affect terms or conditions that SBCTA considers non-negotiable.

SCRRA PERMIT REQUIREMENTS The Contractor is cautioned that certain conditions exist within the Construction & Maintenance Agreement (C&M Agreement) with Southern California Regional Rail Authority (SCRRA) for the project that place restrictions on your work windows and accessibility to areas of the Project under SCRRA control. Your attention is directed to Appendix Q of these Special Provisions. Allow for an additional 10 working days’ notice in addition to the durations noted in Agreements for Department submittal review, coordination and processing.

General description of work: Project will add a truck climbing lane along an approximately three-mile segment of Interstate 10 starting near the 6th Street Bridge overcrossing in the City of Yucaipa through the County Line Road Interchange in the City of Calimesa. The project will pave the freeway median, construct a lane to the inside, stripe the existing outside lane as a truck lane, and construct a concrete barrier along the project limits. The project will also widen the Oak Glen Creek and construct erosion control measures within the streambed.
