SCOPE OF SERVICES The City is seeking a design professional (“Consultant”) to provide professional design services for the capacity expansion and improvements to the secondary treatment stage at the DCWWTP. The successful consultant shall demonstrate qualifications to deliver comprehensive engineering services, including for the scope defined in tasks 1 through 7 below. The secondary treatment stage at DCWWTP is comprised of aeration basins for the activated sludge process and secondary clarifiers. The aeration basins employ two different aeration systems: mixeraerators and diffused air. Aeration basins 300 and 400, currently out of use, are equipped with antiquated mechanical aerators. These basins require rehabilitation and new mixer-aerators to reintegrate them into the secondary treatment process. Aeration basins 500, 600, 700 and 800, which utilize a diffused air system, require improvements to address challenges with denitrification. The condition and performance of diffusers in aeration basins 500 to 800 need to be evaluated as well and may require diffuser membrane replacement or other improvements.

SCOPE OF SERVICES The City of Roseville Parks, Recreation and Libraries Department is seeking a qualified contractor to review the system design and provide recommendations to add requested components and replace old/non-functioning components necessary to ensure the reliability and functionality of the system and can be maintained efficiently and effectively. Several components have stopped functioning or do not function as designed. An initial assessment was conducted in 2023. The following components have been recommended to be replaced or added: Replace the spray ground feature controller (PLC), which can be programmed to allow for changes in flow to each jet for different water displays. The controller also controls other equipment. Replace the spray ground valves and manifold. The valves allow the sequencing and operations of the jets., which are automated and controlled by the controller (PLC). Replace all valves and intake manifold. Add isolation valve for each jet valve. To allow for maintenance of each valve. Currently, no isolation valves exist.

PROJECT DESCRIPTION The City plans to construct a new communications tower and associated support equipment at 2001 Strauch Drive in Roseville, California. The new communications tower will be a maximum of 190-foot tall “Self-Supporting Tower”. A new access road will be constructed from the existing parking lot southeast of the site to the tower. The anticipated equipment includes: 1000-gallon propane tank, 70kW propane generator, and Approximately 12-foot by 17-foot shelter structure.
