Scope of Services The purpose of this geotechnical investigation was to obtain information on subsurface conditions inorder to evaluate the geotechnical aspects of the project. The scope of services performed included: Compiling and reviewing available existing geologic and geotechnical data for the project area; Performing a subsurface investigation consisting of one test boring, hand auger sampling, and laboratory testing; Performing engineering analyses of the subsurface data to develop geotechnical conclusions, recommendations, and design criteria for the project, including: Site geology and seismicity; Soil and groundwater conditions encountered; Discussion of the potential for seismic hazards; Recommendations for the configuration of the berm, including keyway and slope inclination requirements; Recommendations for earthwork, including subgrade preparation, allowable berm fill materials, placement and compaction of fill, and suitability of onsite soil for use as berm fill; Estimates of total and differential berm settlement; and Trench backfill recommendations for the storm drain line.

Scope of Services Introduction and Scope of Work The City of Palo Alto (“the Owner”) located at 250 Hamilton Avenue in Palo Alto, CA requests a proposal to provide an Inspector-of-Record (IOR) for the construction of a new Fire Station No. 4 located at 3600 Middlefield Road in Palo Alto, CA. Fire Station No. 4 is currently located at the intersection of Middlefield Road and East Meadow Drive in Palo Alto, California. This Project is for the replacement of the existing fire station with a new fire station on the same site. The existing station is a single-story building of that will require abatement and deconstruction prior to construction of the new fire station. The proposed new station is a one-story building with a mezzanine of approximately 8,100 SF. The scope of this Project is to deconstruct the existing 1953 wood-framed structure and replace it with a modern code-compliant fire station of Type V-B construction. The site itself is in the northeast corner of the larger Mitchell Park site, and neighboring structures include the Covenant Presbyterian Church, Middlefield ballpark, and Fair meadow Elementary school. Located to the other sides of the intersection are mostly single-family residential neighborhoods. The 2024 estimated construction cost is $12 million, which is based upon the engineer’s estimate of the plan set. The construction cost estimate excludes design costs, construction contingency, inflation, permits, testing, fixtures, furnishings, and equipment.

SCOPE OF WORK On-Call Structural Engineering Consultant Services for Bridges and Other City Structures The City of Palo Alto’s (City’s) Department of Public Works Engineering Services Division seeks proposals from qualified firms to provide as-needed, on-call Structural Engineering Consultant Services for inspection, assessment, and design for repairs to City bridges, culverts, guardrails, and other structures. This Request for Proposals (RFP) is to solicit qualifications and rates from various firms, with the intent of signing a master agreement with one firm (“Consultant”) that most fits the department’s needs. Projects will be done on a task order basis. Task Order scopes, budgets, and schedules will be negotiated as projects arise. The selected Consultant may have different areas of expertise to allow maximum project flexibility. The Scope of Services included herein provides requirements for performing on-call structural inspection, providing recommendations for short-term and long-term improvements, and designs for recommended improvements as necessary for the City’s bridge and culvert structures.

Scope of Services The City seeks a vendor to off haul and dispose of excess green waste generated from tree maintenance activities. The vendor will need to haul the green waste from the City’s Municipal Service Center located at 3201 East Bayshore Road, Palo Alto, CA 94303 to a disposal site. Vendor will include proposed disposal method in their proposal. Potential methods include but are not limited to: delivery to a composting facility, delivery to a biogeneration or bio-char facility, delivery to an urban wood recycler, reuse as mulch/ground cover, or burned in an air-curtain burner. The vendor must be available on an on-call basis and be able to respond within 24 hours irrespective of weather conditions. The vendor also must respond on as-needed basis during off-hours and weekends at no additional cost. Due to the volume of green waste generated, with logs often being in the excess of 20 feet in length, the vendor must have the ability to haul 65 cubic yards of green waste per truck load.

The work shall be complete and performed in strict accordance with the Contract Specifications, and in compliance with all applicable codes and standards. Fire Station No. 4 at 3600 Middlefield Road will be relocated to the Cubberley Community Center, at the southwest parking lot, for up to a 24-month period during the construction of the new Fire Station No.4. The temporary station will house two fire personnel, one ambulance, and essential equipment for continued operations. The Construction of the Temporary Fire Station No.4 will include site improvement work required for the installation of a prefabricated 24’x60′ leased modular building with accessible ramp and stairs, prefabricated 20’x30′ metal carport and 15’x20′ metal equipment shed, 400 amp meter panel to serve the space, and required utility connections. Construction on the temporary site should begin immediately after contract approval inorder to complete the project by March 2025, before construction of the New Fire Station No.4 in early spring of 2025.

Scope of Work Provide quarterly maintenance for the HVAC equipment located at the City of Palo Alto Regional Water Quality Control Plant. Equipment is identified in this bid package. In the case that HVAC equipment is added at the City of Palo Alto Regional Water Quality Control Plant the successful bidder will provide a list of tasks required to properly maintain the equipment and the costs for completion of the tasks. The drive belts for all equipment will be changed yearly and then whenever found in need of replacement as part of the quarterly inspection and service. The successful bidder will supplybelts. The filters in all equipment that contain filters will be changed every 90 days. Air filters are to be 96% efficient for 10 microns or larger. The successful bidder will supply air filters. The equipment schedule is to be reviewed at the first quarterly inspection of the first contract year. Scope Of Work: New Flooring Area: Verify that the plywood subfloor is clean, dry, and securely fastened. Lay the Aquabar B Vapor Barrier over the subfloor. Seal the vapor barrier and butt it up to the bottom of the wall and existing flooring using waterproof tape or adhesive to ensure complete moisture protection. Lay 3/4” thick maple hardwood flooring over the vapor barrier. Ensure proper alignment and stagger joints to create a stable and aesthetically pleasing pattern. Install wood base molding to match the existing. Secure the flooring as per the manufacturer instructions. Sand the new flooring for an even transition between the existing and new floors. Existing Flooring Area: Sand all floors to bare wood using a high-performance dust containment system. Finished floor shall be smooth with no cupping. Finishing for both existing and new flooring area: The finishing process shall be a six-coat system. First apply two coats of Splashdown non-yellowing sealer. Repaint all floor lines to match original line layouts and colors. Apply four coat of basic coatings Gym shoe finish. Sheen shall be gloss.

Scope of Work : Install storm water pump stations at 3600 West Bayshore Road and 3803 East Bayshore Road on private properties. The pump stations will be installed on landscape areas on private properties. The project consists of upgrading the existing storm water trunk lines that connects to the pump stations. The purpose of the project is to mitigate flooding both at West Bayshore Road and East Bayshore Road.

Description of Project: The 12kV Electrical Power Distribution Loop Rehabilitation Project includes six phases of work that are being planned and sequenced in the upcoming years to coordinate with other ongoing capital improvement projects at the Palo Alto Regional Water Quality Control Plant. This Bid Package 2 (IFB 192135) includes installation of a canopy structure over new Load Centers (LC-3 & -4), replacement of several medium voltage switches, Secondary Service Entrance Cabinet and associated switch, and their associated conductors; installation of temporary conductors and conduits during shutdowns and switchovers; demolition of exisiting equipment (cabinets, switchgear, transformer, etc.); site preparation work such as vegetation, pavement and curb removal; site civil, structural and other miscellaneous work as specified in the project plans and specifications.

SCOPE OF WORK: Consulting Services for Electric Utility Engineering The City of Palo Alto is a charter city located in the San Francisco Bay Area in the heart of Silicon Valley. The City of Palo Alto Utilities (CPAU) is a department of the City government under the management of the Director of Utilities, who reports to the City Manager who reports to the City Council. Palo Alto’s commitment to public engagement and need for consultant flexibility is higher than most communities; consultants are advised to consider this when responding. Scope of Work: The Landfill requires mowing, weed whipping, and other means of manual vegetation removal on an as needed basis to reduce the potential for fires, provide access to monitoring wells and ground cover, and for general upkeep of the public open space. Mowing is to be done as needed and at the request of the City to maintain vegetation heights of generally six to ten inches (6-10 inches). There are several “vegetation island” berms in the Park that are planted with native plants. Contractor is not responsible for these areas but will mow up to and around the vegetation islands to reduce vegetation near them. The City may, at its discretion, decide to eliminate one or more of the following tasks for any given year.

SCOPE OF WORK The Consultant’s proposal must clearly define all planned tasks and allocated resources. It should cover specified tasks, additional necessary work, and scope changes. The City will base the professional services agreement on this section. Therefore, the Consultant should document all work elements and assumptions for easy inclusion in this agreement. When evaluating the scope of the design, the Consultant shall assume Option 3, under the Primary Objective section of the Scope of Services. The City will evaluate the proposal using this option and may negotiate the scope of work for Task 2, Task 3, Task 4, and Task 5 once the Task 1 is completed and a preferred option is selected and/or the scope is defined by the SFRWQCB

Scope of Work: The Landfill requires mowing, weed whipping, and other means of manual vegetation removal on an as needed basis to reduce the potential for fires, provide access to monitoring wells and ground cover, and for general upkeep of the public open space. Mowing is to be done as needed and at the request of the City to maintain vegetation heights of generally six to ten inches (6-10 inches). There are several “vegetation island” berms in the Park that are planted with native plants. Contractor is not responsible for these areas but will mow up to and around the vegetation islands to reduce vegetation near them.The City may, at its discretion, decide to eliminate one or more of the following tasks for any given year.

SCOPE OF SERVICES CONTRACTOR shall remove submerged aquatic vegetation from Boronda Lake and remove cattails in selected areas to improve conditions for recreational fishing and boating. Target species include but are not limited to the common cattail (Typha latifolia), Pondweed (Elodea Canadensis), and Water Lilies. CONTRACTOR shall provide labor, tools, materials, and equipment for the following: All equipment shall be inspected by City’s Open Space staff to ensure it is clean of nonnative species prior to deploying into Boronda Lake. Aquatic mechanical equipment shall be used to remove the entire cattail plant which includes the leaf/blades and the root/bulb or rhizomes. No rotovation or digging of the sediment is allowed. The cattail plant will be pulled from the base of the plant to include the root removal.

Description of Project: Repair of concrete sidewalks, driveways, curb ramps, curbs and gutters on various City streets. This project will focus repairs in District #1 from Palo Alto Avenue to Forest Avenue and from Alma Street to Middlefield Road and District #2 from Forest Avenue to Embarcadero Road and from Alma Street to Middlefield Road. This Project will also address 311 Requests pertaining to drainage issues at various locations through the City. The work under this contract includes but is not limited to removal and replacement of said concrete and asphalt pavement, adjustment and installation of catch basins, and all incidental and related work as required by the Construction Documents herein (Project).
