SCOPE OF SERVICES Pavement Management Program The City of Carson Public Works Department is seeking proposals for the development and implementation of a comprehensive Pavement Management System (PMS) that incorporates cutting-edge technology. Scope of Services The Project includes the construction of roadway and traffic signal modifications at six existing traffic signal-controlled intersections in the City of Carson. The six intersection improvements along Main Street and Figueroa Street are near and run parallel to the I-110 Freeway. Traffic from freeways at local interchanges adversely impacts the operations of these intersections. These impacts occur especially during peak hours, when traffic exiting nearby I-110 off ramps combined with the regional north-south traffic overwhelm the existing operational capacity of the intersections. The six traffic signals will be upgraded and improved to provide increased intersection capacity, upgraded safety lighting, new video detection systems, and pedestrian head upgrades. The traffic signal controllers will be programmed to ensure efficient and safer vehicle, pedestrian, and bicycle travel, improve the level of service and reduce delays at the project intersections.

Scope of Services The Project includes the construction of roadway and traffic signal modifications at the existing traffic signal-controlled intersection of Avalon Boulevard and Gardena Boulevard in the City of Carson. Gardena Boulevard is an east-west collector and Avalon Boulevard is a north-south arterial, the intersection of which is located in the northern section of the City of Carson. Both streets experience significant travel delays, partially due to deficient levels of service at the intersection of Gardena Boulevard and Avalon Boulevard. The traffic signal at this intersection will be upgraded and improved to provide new left turn phases at the north and south approaches, a video detection system, emergency vehicle preemption operation, upgraded safety lighting, and pedestrian head upgrades. The traffic signal controllers will be programmed to ensure efficient and safer vehicle, pedestrian, and bicycle travel; improve the level of service; and reduce delays at the project intersection.

Scope of Services The City of Carson; hereinafter referred to as “City”, is seeking proposals from qualified risk assessment firms to perform lead-based paint (LBP) and asbestos testing, risk assessments, and clearance inspections and reports for the City’s residential rehabilitation program (Neighborhood Pride Program). The requested services will be conducted in accordance with the Federal regulations (24 CFR Part 35, and Chapter 7 (revised) of U.S. Department of Housing and Urban Development (HUD), “HUD Guidelines for Lead-Based Paint Inspections”, and the Environmental Protection Agency (EPA) “Guidelines for Controlling Asbestos-Containing Materials in Buildings”, or as amended during the term of the agreement. Scope of Services GENERAL DESCRIPTION OF WORK: Work includes furnishing all labor, material, equipment, services, and incidentals required for removing and replacing all the carpet and wall base on the entire 2nd floor of City Hall, the 1st floor lobby including stairs, and any other areas as shown in the project plans. The scope of work also includes resurfacing the concrete bands and floor on the 1st floor of City Hall and the Southwest Hall and as shown on the plans. The scope of work also includes removing the carpet inside the elevator cab of City Hall and replacing it with a non-slip vinyl flooring, contractor to propose and submit product catalog for City Approval. The scope of work also includes the contractor to build custom continuous wall base trim with no seams at the steps specified in the plans.

Scope of Services GENERAL DESCRIPTION OF WORK: Mills Park is approximately 4.45 acres (195,000 sq.ft) centrally located in the City of Carson. The park is surrounded by single family dwellings. Majority of the improvements is on the easterly half of the park, while there’s insignificant work done on the westerly half of the park, which is mostly natural turf. The park currently has one parking lot, outdoor basketball half-court, a fitness equipment area, playground, a wading pool and a small community center with a small hills and gentle slopes type of terrain. The project scope involves, adjustements to the irrigation system. Majority of the turf areas will remain with a few locations to be improved due to a bigger playground area with rubberized surface and conversion of the half-court to a full court basketball. The fitness area will have shade cover and a couple new picnic shelter will be installed and lastly it will improve the condition of the concrete walkways throughout the park.

Scope of Services The City of Carson, hereinafter referred to as “City”, is seeking bids from qualified and experienced contractors to install specialized materials and audio-visual equipment as needed in an Emergency Operations Center (EOC). The current EOC is outdated and lacks the essential equipment recommended by the Federal Emergency Management Agency (FEMA) and the California Office of Emergency Services (CalOES), compromising its ability to respond effectively to emergencies. To address this issue, the city has invested in the upgrade of the EOC. This investment aims to equip the EOC with modern and adequate resources to fulfill its crucial role during emergencies. As a result, the city has designed a state-of-the art EOC and has purchased the necessary materials and equipment. This solicitation is for the installation of the equipment.

Scope of Services Carriage Crest Park is approximately 14.7 acres (640,000 sqft) located the southerly area of Carson, bounded by single family dwellings on the north, retail on the west and industrial on south and east side. The original park lot was approximately 5.24 acres which has a 4,900 sq.ft community building with a parking lot, a playground area basketball court, 1 baseball field and a concession stand. The city recently acquired (through a lease agreement) the 9.43 acre lot immediately to the east, which used to be a nursery. The park expansion project will consist of renovating the newly leased site with a slight modification to its current grade surface to accommodate the proposed improvements. The existing Community Center building will remain with minor interior upgrades. Plans for the renovation and expansion of the park includes addition of three baseball fields with two soccer fields complete with dugouts and shaded bleachers. Other activity areas will have two basketball courts, a volleyball court and 3 sets of pickleball courts, a fitness area, and a playground area. The park will also accommodate a new dog park accompanied with a new parking lot, while the current parking lot will be expanded. These will be complemented with remote restrooms, a concession stand a few picnic shelters. The park in its entirety will have new landscape and irrigation system paired accent and safety lighting throughout the park. Lastly the park will have a newly upgraded and enlarged digital park marquee to be placed at the corner of the park adjacent to the intersection of Figueroa St and Sepulveda Blvd.

Scope of Services There are four (4) districts within the City of Carson (City). The City is soliciting bids from paving contractors for an annual pavement maintenance for each district. The selected contractor will be awarded a three-year contract, renewed annually at city’s discretion, with an option to extend 1-year twice (3-1-1). Scope of Services The following sequence of work and scheduling restrictions have been identified to describe the required order and duration of construction phases. Phase 1: Portland Cement Concrete (PCC) removals and replacement of concrete improvements. o Driveways: Access shall be maintained at the end of each working day. Replacement of driveway improvements (PCC Pavement within public right of way) shall occur within 5 working days of the removals and shall not remain open over a weekend. Plating of driveways at the end of each working day will be required to allow access. Replacement of additional private improvements (AC, PCC, Fence, Decorative Paving, Etc.) shall be allowed to extend an additional 5working days beyond the driveway replacements, however, the contractor shall be responsible for installing and maintaining any necessary temporary access, ramping, and plating to allow access to the residents throughout the working period.

Scope of Services Community Center Courtyard (West) project (Courtyard) is approximately one (1) acre located between City Hall and Carson Event Center. The proposed project is surrounded by retail on all directions, except single family dwellings on the northside. The Courtyard’s primary objective is to convert the current open landscaped area between the Carson Event Center and City Hall to provide a large outdoor area for private and public events. The project involves grading a small portion of the landscaped-mound for the proposed stage and audience area. The 1,000 sq.ft stage will be accompanied with a audience area for seating or other event features. To compliment the audience area, a new pergola will be installed adjacent to the audience section, abutting Hall A. As part of this project, the current courtyard outside of Room 107 will be remodeled. Its footprint will slightly expand. The newly remodeled courtyard will have a waterfall feature with lighting accents and landscape features. A similar pergola will also be installed abutting Room 107. The entire site will have new lighting, decorative pavement and new landscape layout.

The selected contractor will be awarded a two-year contract, with an option for two (2) one-year extensions (2-1-1). A work order will be provided to the contractor with estimated quantities for items involved per unit cost on the bid schedule of the awarded contractor. The unit cost for each item shall be good through June 30, 2026. Due to the volume of the maintenance required, this bid is separated into two (2) district groups: Group 1 consists of Districts 1 and 2, and Group 2 consists of Districts 3 and 4. SCOPE OF WORK One Annual Pre-Season Cleaning and Inspection – Visually inspect, clean and dispose of all debris, of all catch basins annually between June 1st and September 30th. The specific date will be confirmed with the City prior to commencement. Visually inspect and re-paint staff gauge per the attached staff gauge exhibit. The cleaning shall be performed according to the City of Carson Catch Basin Map in Appendix A. A log of all the catch basins cleaned, along with pictures of before and after cleaning shall be submitted to the City in digital format within 14 calendar days of completion. The first annual cleaning of the contract may occur outside of this date due to delay in contract execution
